Budget Day (Prinsjesdag) 2026: What Cabinet Jetten’s first Budget is likely to mean for Swedish-Dutch Companies

While negotiations have kept on all weekend, and the outcome is still not clear over the Budget 2027 as presented on Prinsjesdag, SweCham member IvCB has prepared an executive briefing outlining the key outcomes of Prinsjesdag (Budget Day) for the members of the Chamber. Written from a Swedish-Dutch perspective, it examines what Cabinet Jetten's first Budget could mean for companies active in both countries.

Three of the government's four priority technology domains, digitalisation and AI, security and resilience, and life sciences and biotech, map directly onto where Swedish-Dutch industrial and research cooperation is strongest. A new National Investment Institution (€3.3 billion) NII, and a National Agency for Disruptive Innovation (€500 million), NADI, are being set up. IvCB stresses that early engagement will matter, as the institutions have yet to define how they will choose what to fund.

For energy-intensive operations, the national CO₂ levy is scrapped and electricity cost support rises to €1 billion a year from 2029. In health, €102.5 million is committed to MedTech, while reimbursement and health data rules tighten. Employers also gain predictability on talent costs, as the expat scheme settles at 27% from 1 January 2027.

As the first minority cabinet since 1945, however, the Cabinet still needs opposition support, and the December votes on the Tax Plan will be decisive.

Swedish Delegation to Cybersecurity Week in The Hague

Business Sweden has gathered a large group of Swedish companies to join the Cybersecurity Week in The Hague, taking place 5–8 October 2026. The week brings together the international cybersecurity community around ONE Conference, an invite-only event that attracts more than 2,000 visitors from business, science and government.

The programme includes an international business kick-off, where delegations meet peers and potential partners and learn how to do business in the Netherlands, and a high-level Swedish-Dutch Business Seminar focused on collaboration between the two countries. Delegates can join sessions during ONE Conference, side events at the Swedish Embassy and dedicated client meetings.

We wish the Swedish delegation an interesting visit and succesful meetings!

State of the Nordic

Innovation Ecosystem

The Nordic Council recently published a report about the state of the Nordic innovation ecosystem across six countries. It maps the c
ore strengths by country and the barriers that hold the region back. Finally, it presents a practical plan to act on them.

Identified Key Systemic Barriers:

  • Overlapping Support: Finland houses roughly 160 startup support programs, while Norway counts over 70 overlapping actors, creating navigation hurdles for growing businesses.

  • Capital and Scale Bottlenecks: Growth-stage capital remains primarily nationally anchored rather than scaling smoothly across borders.

  • Fragmented Data: Cross-border ecosystem data and institutional alignment are largely project-based rather than structurally permanent.

Strategic Direction and Focus

To overcome these barriers, regional initiatives under frameworks like Nordic Forward (2025–2027) focus on deep-tech enablement (AI, quantum, biotech), cross-border first-customer models for public/private buyers, and unified supply chain and space technology collaboration.

Full Nordic Team at Wind Meets Gas 2026

For the 10th anniversary of Wind Meets Gas, the event in Noord-Nederland about hydrogen and offshore energy, all four Nordic Ambassadors are participating along hot-shot speakers as Minister Stientje van Veldhoven (Climate and Green Growth), Dr Markus Krebber (CEO at RWE AG, one of Europe's leading energy corporations) and Professor Jan Rosenow, Professor of Energy and Climate Policy at Oxford University and World Bank Consultant.

Wind meets Gas annually brings together more than 500 international professionals from the energy industry, government, and academia to discuss the latest developments and share knowledge on hydrogen and offshore energy. You will have the opportunity to generate new business opportunities during one-on-one matchmaking sessions with other participants and at the exclusive networking dinner.

Ten years of Wind meets Gas is a great moment to look back, but also to look ahead. Under the theme Back to the Future, we explore which choices will determine the energy system of the next ten years.

Offshore wind, hydrogen, CO₂ infrastructure, biomass, and industrial sustainability are becoming increasingly interconnected.

As a result, the North Sea Region is developing into an integrated energy and carbon system, in which various energy carriers and infrastructures converge.

The central question during Wind meets Gas 2026 is therefore: how can electrons and molecules contribute together to a sustainable, reliable, and affordable energy system?
